On April 28, 2025, Canada re-elected the same Liberal government but a new Prime Minister, Mark Carney, to replace former PM Justin Trudeau. Many Canadians had been very unhappy with the former Liberal government and, especially, Trudeau, who’d led Canada for nine years through a miasma of misguided industrial policy, climate change initiatives, foreign interference, rampant immigration and cronyism.

Had it not been for the existential threat of Donald Trump imposing tariffs and dreaming aloud about making Canada America’s 51st state, Canadians probably would have voted for a Conservative government. But there was already too much change in the wind, so they opted for safety first. And Carney, who’d been Deputy Minister of Finance 2004-2008, Governor of the Bank of Canada 2008-2013, and Governor of the Bank of England 2013-2020, obviously seemed a safe bet for a majority of Canadians.

Supporters say he’s a financial wizard, referring not only to his senior banking roles in Canada and England, but also his custodianship of Brookfield, a giant North American asset management consortium. Detractors say he’s a tool of the World Economic Forum, a proponent of all the worst aspects of woke-ism in the form of carbon taxes, gender politics and toothless policing. It remains to be seen what he’s really made of.

Sadly, we have no birth time for Carney. But Vedic astrologers have a “next-best-thing” called the Chandra-lagna chart. To get this, we calculate the chart on the birth date for noon in the place of birth. So long as we’re confident the Moon won’t leave that sign, no matter whether birth was 11h59m earlier or later, we can then rotate the chart to place the Moon in the first house, and read accordingly.

The logic is, if we don’t know the birth time in order to calculate the most dynamic (individuating) element of the horoscope — the ascendant — then the next fastest-moving element is the Moon. That’s why Vedic astrologers, when lacking a birth time, fall back onto the Moon-as-ascendant concept, as opposed to western astrology’s common resort of using a sunrise chart wherein the Sun functions as the ascendant.

In Carney’s case, the technique is reasonably sound but the results remain a tad dubious since the Moon would inevitably shift into Virgo for any birth time of 9:51 PM or later, so there’s actually a 9% chance that he has his Moon in Virgo. But if we play the odds (91%) that his Moon remains in Leo, then we can still use the horoscope below as a surrogate “birth chart.”

To start, let’s note that the Moon is strong, since it is just half a day from full, and therefore bright in the sky. Meanwhile, note the position of Mars, roughly on the opposite side of the horoscope from the Sun as well, thus forming the planetary equivalent of a nearly-full Moon. Indeed, Mars is retrograde, which means it too is brighter than normal, and therefore regarded as strong.

A Moon/Mars combination, via association or mutual aspect, is a Chandra-Mangala yoga, a significator of activity, courage and enterprise, for which reasons it’s regarded as an indicator of both leadership and wealth.

Further note that Saturn occupies its own sign Aquarius. Thus, being in a kendra from the Moon while strong by sign, this is a Shasha yoga, a mark of conservative strength, dependability, maturity, organizational skills, and so on, some of which would translate into relationship-building and diplomacy thanks to Saturn’s placement in the 7th.

For a Leo ascendant, Mercury rules both money houses, the 2nd and 11th, so the association of lagnesh Sun with Mercury forms two Dhana yogas. In addition, the pair forms a Budhaditya yoga in the 8th house, arguably a good combination for analysis, research and problem-solving, especially in the realm of finance. Given Canada’s sorry fiscal state, Carney and his Minister of Finance will have their work cut out for them.

Since Mars is a trinal lord, and Saturn is a kendra lord, their mutual aspect generates a Dharma-Karma Adhipati yoga engaging the 7th and 9th houses, something that will hopefully play out as legislative cooperation in Canada’s divided Parliament. Even so, frustrations are likely, since Mars and Saturn are traditional enemies, while their natural impulses are so contradictory, one with its foot on the gas pedal, the other with its foot on the brakes. Internal divisions are already evident wherein Alberta, with its oil-and-gas economy, is in direct conflict with the federal government’s desire to make Canada a poster child for carbon footprint reduction at any cost, including national unity.

Things are likely to become heated. Carney has a reputation for being prickly (Moon/Mars mutually aspecting Saturn), and has been conditioned over decades to have people (indeed, countries) heed his advice. Now he will be faced with, and forced to deal with, genuine divisions across the country with respect to economic policy and immigration, not to mention the vacillations of Canada’s southern neighbor.

Despite all the evident challenges, there is room for hope in the form of competent governance. Indeed, Carney’s Chandra-lagna horoscope offers some of the classic indications for government employment. To lay the ground for the particulars, consider these houses as being germane to any such analysis: the 5th house is the domain of portfolio management or subject matter expertise; the 9th is the domain of Parliament, Congress or any law-making legislative assembly; the 10th is the administrative control of government activities. When the lords of any of these interact among themselves, or within each other’s houses, the likelihood of a government role is promoted. Now consider these elements in Carney’s Chandra-lagna chart.

Jupiter, the karaka of good counsel, is the 5th lord gone to the 9th house, thus connecting the roles of portfolio management with legislative activity. Furthermore, Mars the 9th lord has gone to the 1st house, which makes a connection between legislation and Carney’s personal involvement. Finally, although Mars and Jupiter are already natural friends, they are in sambandha, since Jupiter aspects its dispositor.

Now see the mutual aspect between 9th lord Mars and 10th lord Venus. Not only is this a true Raja yoga, and a strong one by virtue of Mars’s retrogression, but it’s also a classic pattern for government, since it directly links legislation (9th) to administrative control (10th house).

All in all, even though this is just a Chandra-lagna horoscope, it is a pretty strong chart. And although I didn’t vote for the man or his party, I’m willing to give Carney the benefit of the doubt and hope that he can captain our good ship Canada through the stormy seas ahead.
